I think there is no big fascist plan on this.Crime is a Republican winning point. Democrats generally are viewed as weak on crime. Probably to shift focus on Trumps run of failures
No one wants to see them. They should take a hike down to the Soylent Green facility and create some social value. Or maybe reclaim a sense of shame and guilt and stop stinking nice places up for others. If not, then legal force should be used to relocate them to monitored tenting or cardboard box spaces. They also create a sense of insecurity due to some of them resorting to violence. A return to mandatory labour in the cotton and tobacco fields is an option that could be explored.
