Finding a stock outside the norm

New to investing and looking for a bit of help. Basically just wondering how people who follow small cap or new stocks find them in the first place. One way I've come across is to go to the specific Industry you're looking to invest in and sort out by price, giving you all the lowest price (generally newer companies) at the top. Currently using Commsec and ASX website but have still yet to achieve this. Manage to find an excel sheet of the end of day prices however that does not separate by industry.

I've come across other forum users that mention a certain stock (which might be $0.15 at the time, then shoot up to $0.45 the next week).

Is there a certain strategy/technique behind finding these stocks? Is there are way through Commsec or ASX to find new startup companies or companies on the rise?
