You cannot short stocks in Oz, but you can use CFDs. I believe they will want 10k or so to start an account. Please do some homework first, they're leveraged.

Comsec have Day Short Selling available. That is trading only from 10.00a.m. open to 3.30p.m. close. They are not CFD's and the minimum order size is $500, the maximum order size is $200,000.
When you place a Day Short Sell Open order, you must lodge collateral consisting of unencumbered shares with a market value equal to 22.5% of the full value of your Day Short Open order.
Obvious restrictions are the trading time-frame and the list of stocks available to trade.

Won't an Interactive Brokers account let you short stocks in other countries?

I wish to short an american tech ETF.
