FPOs and options

Hi

A question about FPO's and Options
I've been watching DTM for a while
Today DTM share price steady but DARTMIN OPT MAY10 is the top mover today
Actually all the top gains have been fpo's and opt's
Can anyone explain how these work
Do you have to be a shareholder already to have the option to buy fpo's or options
Any info so I can understand would be appreciated
