Yes, it does happen. I've only ever seen speeding tickets for stocks that go ballistic, but sure enough the ASX do send reverse ones out to companies that fall for no good reason - IWF scored one for going from $2.23 on 31st October to $1.90 on 7th November.

Doesn't seem that dramatic a fall to me, but there ya go.
 
I've seen one of these also - but only one. Cant remember which stock it was though. They gotta be fair I guess. Its actually more acceptable to do this than to issue a speeding ticket, in my opinion.
 
Hope I never have a stock that scores a reverse speeding ticket. Oh the shame of it
