Image manipulation program (for making charts) wanted

Just after recommendations for a quick, simple, easy, preferably free image manipulation program for stuff like taking a screenshot of a chart then adding my own captions, lines, etc.

Nothing fancy, just bare bones and user friendly to do the basics.

I realised later that my comment was not PC then I thought of who the OP was and knew that it would be taken in the manner it was meant, as comedy.

It seems comedy will be dead soon, PC is killing it

I was a bit surprised at your post, not many people feel free enough to have a joke these days; you might expect someone to take offense or for some triggered snowflake to have a whinge. Not me though, my palms are so hairy that it's difficult to type and I can't waste my efforts on such things. If I was flexible enough I'd try doing it with my head and see if I could rejuvenate the bald spots.

I'm not sure what idea you have of me, but I'm happy to read that it includes the assumption that I'll take a joke in good spirit
