Identical Bids and Sell orders?

hi all,

i have often notice that there is a line of bids that are all the same e.g.

825
825

all at different consecutive prices,

is this one broker trying to get an average price or something? or is it for use with different clients?

Dont quite understand the question - is this in relation to shares or options?
