The right time to buy an ETF?

Hey guys so I wanted ETF'S as part of my portfolio and was doing some research and found this one https://personal.vanguard.com/us/funds/snapshot?FundIntExt=INT&FundId=0986#tab=0

Though when is the right time? Is the right time to buy any security is when its cheap? Because for stocks for example they say buy below the intrinsic value, that makes sense. But what about ETF'S? I know I can use the NAV to find if its undervalued or overvalued but I don't know how accurate this method is, what should I consider when buying an etf?

Says minimun investment 20k I only have 11k, and don't want to spend it all on 1 asset I want to diversify a bit.

None of them look cheap they are mostly yielding negative results, too volatile in my opinion.
