I don't think it's weird, just a large order being broken up into smaller pieces.

No mate. Instos don't pay brokerage like a Commsec customer.

Not really, there are proper brokers out there that have the technology to do that as a single order, i assume your thinking that each parcel would cost the minimum of $19.95 for example, thats incorrect, it's one order broken up, also referred to as an iceberg or accumulate/distribute order ect.

Traderdealer have a variation of this, don't use them but i've heard good things.
