Charged on execution

As beamstas mentioned, it's only charged on execution. You can find the information on the pricing page for conditional orders. Here's the official word from E*Trade:
We charge a small premium on top of our standard brokerage rates for Conditional Orders to cover the cost of monitoring the market and implementing your orders as soon as your conditions are met. This premium, as with our standard brokerage, is only charged if your order executes.
